Downstream is where a batch becomes a product, and every step has a parameter window that has to hold. Low pH viral inactivation needs a minimum hold time at a verified pH. Viral filtration needs pre- and post-use integrity. Chromatography resin has a cycle limit. Miss any one of them and the batch record says the product is clean, sterile, and pure, whether or not that is actually true.

Those constraints are enforced by people watching clocks and reading gauges, and the record of whether they held is the operator's signature on a form. If a clock is missed or a gauge misread, nobody finds out until QA reviews the form, often after the next step has already started.
